can I give the cows Grass bales?

Try giving the cows Grass bales, and if you can, then yes, otherwise no.

well I gave it a shot and it didn't seem to work maybe I should try it on the default map though....

No. They will only eat corn chaff. Not silage, not hay, but just chopped up corn.
