is it a bug or intended that i can´t at the dealer switch from twin to standard ( single ) wheels ?

I'm not saying this is the case for you, but some vehicles only have twin wheels.

Edit: In the base game there are two vehicles with twin wheels, which are the CaseIH Steiger Wheeled AFS Connect (there is also two tracked versions) and Versatile 4WD.

If it's the base gone version then I can see the Continental brand only has twin wheels. If so try one of the other brands.
