NPC Farmers not tending their own fields

Sorry if this has already been discussed but a search found nothing.

So I've noticed the NPC farmers don't tend to their own fields. If you don't pick up the contract to do the work for them then the fields just die and get full of weeds, until you take a plow contract then the field sits plowed and grows weeds until you take a contract to plant etc etc.

Should they not be taking care of their own fields? FS17 if you didn't do the work they would eventually take care of it. seems silly that they just let their fields die and go to waste.
