Frequent Stuttering on both gaming PCs I use after latest DLC/Patch

I am now getting frequent stuttering/micro pauses on my gaming PCs. One is an i7 with a 1660Ti and the other is a Shadow PC. I have tried a multitude of fixes to no avail and the game is pretty much unplayable at this point. Here are some of the fixes I have tried:

- turn off Steam Overlay
- set Shadow Mapping to Low
- Start a new game on Ravensport with no mods
- Lower graphics settings
- Move game to SSD drive
- Unlock framerate with console command
- Used MSI Afterburner to limit fps to 30
- Tried vsync on and off
- Delete shader cache

I am running out of things to try. Any help would be greatly appreciated. I have tons of hours into a couple of farms and I would like to be able to continue playing on them.

I may be wrong but its worth a shot, I believe after updates and changes and such, the shader cache or one of the files has to re draw itself, and I think to do so you just need to drive around the whole map to re render everything and it should smoothen out, again I could be wrong maybe someone else could add some more help
