So on my map lone oak, my horse are 0 dollars to buy and even after 5 days of riding to 100% they still are 0 dollars any advice or idea on why it’s like that?

You probably play with seasons, horses are changed in that mod, check the seasons section in the help menu and read their manual on their website.
