Camera will not zoom

The camera when I am in a vehicle will not zoom in or out. I have tried using both my mouse wheel and gamepad and neither will change the zoom. It was working fine yesterday when I played and I have not installed any mods since then nor do I believe I have changed any settings. Does anyone know what may be causing this?

The camera does not zoom when inside the vehicle. Unless you have some mod I'm not aware of...
