It is not a bug.
As previously stated in earlier posts in the main MIllennial Farm forum, the reason you cannot teleport directly to the Dealership and LowryCHS is game related, teleport requires terrain to be present and as there is no terrain under the border you will just disappear under the map so the icons are placed at the nearest logical point where terrain is available.
