First Person Unavailable in Vehicles

So I have been playing Elmcreek and after a few in game days the option to change camera views has gone away on the tool help screen. I checked the keybind and it is still assigned to "c" but nothing happens when I press it.

Is this a known bug? And is there a fix for it?
