High end PC - Low FPS

Hello everyone, I've scoured everywhere to try and mix/match settings to get more FPS out of the game but I can't seem to crack this one. I have every setting set to the highest it can go with DLSS on, and i'm getting about 40-53FPS in both single / multi player games. I'm assuming I have just 1 setting done incorrectly causing this issue but looking for some guidance.

Game Settings:
HW Profile: Very High Custom
Resolution: 3840x2160(16.9)
V-Sync: off
Widowed mode: Windowed
Resolution Scaling: 200%
multisampling: off
post-proccessing aa: off
DLSS: quality
fidelityfx: off
every other setting is set to the maximum it can go



PC Specs:
Asus ROG Swift PG43u 144hz 4k monitor
Ryzen 5950x CPU (with 360mm AIO)
Asus Strix 3090
4x8GB DDR4 3733 MHZ
1TB M.2 NVME
1200W Power Supply

If you've got resolution scaling set to 200% then my understanding is that the game is essentially rendering at 8K (7680×4320) then scaling it to 4K, which I don't care how good your PC, it's going to struggle. Trying setting both resolution scaling options (including the one in advanced graphics settings) to 100% (native) and seeing if that helps.
