Powered harrows are cultivators and should turn the chopped straw in, cultivators are also cultivators and should do it. So should direct seeders that are cultivating seeders.
Direct seeders without actual cultivation equipment and subsoilers should not. There's no reason for them not to in game. Basically anything that cultivates should turn it in.
Right now the powered harrows aren't doing it.
