Water trailer bug

No matter what i do i can't get my water trailer to fill up. the only time i got it to work one time was by selling my old one and buying a brand new one. This only worked one time. no mods, v1.3 and v1.2 are both doing it. haven't tried the others. this is a major issue for me. can water my animals.
