Plough when bought from store starts as Folded, when moving to road transport counts as unfolded (wrong way around). When hiring a worker the worker folds the plough and lowers it but now the plough can no longer be folded or turned.

You are right there is a bug. I'm sorry for that. After the worker turns the first time it's the right way around.
I'll fix this in a future version.
