Thanks for taking the time to post this. I noticed it immediately but I am too lazy to submit a bug report. I expect this will earn a "won't fix" label unfortunately. C'mon Giants an easy fix spend a few minutes for good will

Usually windmills (older style) have cloth sails in the blades to make them actually go. They can adjust the amount of sail in the blade to make them spin faster or slower.

Not possible to change this without overhauling the map completely so this most likely won't be touched, I'm afraid.
