Seeders without hoppers work with hired labor

Seeders that manually do not work without hoppers attached, work with worker settings set to "buy" for seed and fertilizer. Hence, allowing players to reap the rewards of larger equipment without the true required investment of the complete implement assembly.

Tested equipment:

Väderstad Seed Hawk XL Toolbar 84ft
