FS 17 Won't Launch on New Build

This is going to be a long post (first post, too) so bear with me. I've been playing FS17 on an MSI laptop for several months. Specs on the laptop:

MSI GF63 machine
i5-8300H
8GB DDR4-2666
GTX 1050 Ti
256GB SSD

I've been playing FS17 in High and Extremely High graphic quality modes. No issues. Installed FS19 on same laptop. Same graphic modes. No issues. Here's my problem. I recently built a new desktop machine. FS19 runs beautifully (not focusing on the bugs in this post). FS17 will ONLY run in Medium graphic quality. If I try to change the quality to High or Extremely High the program stutters a few times then locks up and will not restart. I have to remove the software from the computer and re-install it to open again. Specs are:

Ryzen 5 2600 (OC'd to 4.1) with Corsair Hydro H60 water cooling
Asus ROG Strix X470-F
G.Skill Ripjaws V 16GB DDR4-3200
PowerColor RedDevil AXRX Radeon RX-580 8GB (driver version 22.19.685.0)
OS Drive: Inland Pro 120GB SSD
Storage Drive: Inland Pro 512GB M.2 PCIe
Corsair CX750 power supply
MSI Optix G27C2 (1920x1080 144hz) 27" monitor connected via Display Port cable
BIOS and all drivers updated to most current

I don't get it. The specs on my new desktop are higher than my laptop so running FS17 higher than Medium should be no problem. Again, I can run FS19 on Extreme graphics with no issues. I have no issues with any other games either while running in Extreme or Ultra modes. It is just FS17.

Anyone has any suggestions/thoughts on why FS17 is crashing out on the new desktop?
