Is modsgaming.ru a safe website?
I do FS19 old school mods and FS19 military mods for PC let me know if you want anything done
I don't have any form of social media nor discord FYI

All the mod websites are safe as long as you download the correct file. The site you are asking about seems to be using sharemods as their primary file hoster. Sharemods is the best one of the generic file hosters in my opinion.
