As Giants have repeatedly stated - all the footage is from a in-progress dev version. The game is nowhere near finished yet.

Define your meaning of finished?
In my book there's feature complete, and there's polish. Content creation is on a separate stream. Feature complete is "make seasonal settings work", making sure the assets use the new sound modelling, all the under the hood engineering stuff. Once those building blocks are in place then it's the next stage. Which is why the graphics aren't finalised, which is why the lighting is being worked on.
Yeah, they need to call it as ready for manufacturing so they can have DVDs pressed and retail copies in the shelf. Meanwhile the inevitable day one update will be worked on during the intervening weeks before 22nd November.
