Oil factory bug

Hi.
I found something weird about oil factory.
It says in description that it uses 4800 canola to distribute 2400 canola oil.
So it should give us 28 pallets each year (2400x12=28800 it means 28 pallets since each pallet is 1000 l )
But I checked it for 3 years and each year it roughly gives us 20 pallets
Where the hell is that 8 missing pallets?
