Yes, and No. In the placeable XML you can change the maxNumAnimals value, but only up to the game max of 500 per pen will be effective. You will need a script to change the max beyond that value. You can create a script or use an existing script to change the max by adding this line: "HusbandryModuleAnimal.SEND_NUM_BITS = 12". This will increase max animals per pen to 4095. Increase number of pens with: "AnimalHusbandry.GAME_LIMIT = 32".

However, from a practical PoV, rather use multiple (500 unit) pens. Animal management becomes difficult (and annoying) due to the limitations of the UI, with large numbers of animals.
