Production query on ballyspring

Im by no means new to this game…BUT! Anyone got an idea why i would be losing 5 grand an hour on production costs, when i have them all turned off?? Its not upkeep or anything. They’re also modded productions but I don’t have loads, could it be some kinda conflict? On ps5 btw.
