If yes, this cannot be solved simply. You need to understand foliage i3d is just some planes distributed by angle from a center point to give the illusion of a real volumemetric 3D modell... this foliage is then placed onto the terrain, the wider the foliage the sooner it will be off terrain the steeper it gets. Only possibility would be to have custom foliage with very small 3d models and higher terrain densitiy to allow more foliage to be placed on same area of terrain... at least this is the only thing I can think of.
You may also try to use different foliage that maybe works better in steep terrain. Maybe meadow type is better as grass.... e.g.
