Beta means, that we did not test these mods thoroughly and thus their quality can vary a lot. The non-beta mods have been tested a lot more and thus have a much more consistent higher quality (although still no guarantees are given that they really work perfectly). We also apply more restrictive quality specifications going beyond just the normal functionality (e.g. performance, memory usage (-> number of slots on consoles), etc.).
Since consoles are closed systems and thus the requirements on the quality of the mods on consoles is even higher than on PC, we can only release a limited amount of mods on consoles. Both because the amount of high-quality mods is limited, and because our QA resources are limited as well to properly test these mods. So the rate of released mods on consoles is kind of limited, but we always try to keep it as high as possible.
