750W power supply is more then enough for a 2080ti and a ryzen 3900x and everything else you need in a PC.

As far as laptop vs desktop, that is going to depend on how you want to play it. If you only play at your house, then a desktop would be the better option. It would also help to include a budget, that way so we're not recommending you stuff that you can't afford.

My budget would be around $1350 cad, with a laptop you really can't upgrade anything, so i'm kinda in favor of a PC and off topic, with
a monitor i would be able to connect a Nintendo Switch to it as i don't own a TV.

Sometimes it can be a little weird with how it tries to set up the quote blocks though.
As far as the list goes, that's the reason why I said if you had a little wiggle room, if I recall it was about 150 cad over your budget. Tweaking can certainly be done, more or less on the motherboard, psu and case selection, it's a start though. You could also probably change out the 2060 super for the original 2060 and that would also bring the cost down a bit. You'll probably also notice I left out the OS, simply because it's not actually a necessity if you don't mind a watermark on the wallpaper, otherwise you can find the OS pretty cheap online.
