Got it from a bad mod maybe, but this is the second time it's come back since deleting all my mods and save games.

Tried uninstalling reshade but it didn't fix the problem, I've also contacted steam concerning this in case it's a mistake on their part, thanks for the help anyways.

I uninstalled reshade and started a new save which seems to have cured the problem. It must embed itself in the save game.
