Inputbinding conflict after 1.7.1.0 update

- PC/Mac/PS4/XB1: PC
- Vehicle/Tool/Model/Object: Any machine/vehicle using TOGGLE_COVER and AXIS_SPRAYER_ARM
- Single- or Multiplayer: Both
- Does it happen on a standard map without mods: Yes
- Issue: After update 1.7.1.0 the action "AXIS_SPRAYER_ARM" does not work, it is a conflict with "TOGGLE_COVER", after changing the button for the cover, the lifting and lowering of the sprayer works (example Kuhn Deltis 1302).
