Romanian mods

Hi! Is it possible that the romanian mods to be uploaded or inserted on consoles(ps4 to be more specifically)? I would really like to have those mods like tractor - Universal ( all of them) 
Vehicle - Aro ( an old SUV)
I would really appreciate if anyone would do that.
