FS19 Friend cant see any servers (xbox pass)

Hello, my friend can host a server we can play but he cannot join any because he cannot see a single server on the list. He has tried different locations, turned off fire wall, reinstalled the game after deleting the FS19 folder, port forwarded, etc. Nothing seems to work.
