Fiat 110-90 which only gets used on the straw blower and once in a blue moon I'll put it doing some raking.

Diniz Farms 7810 if 175hp counts.
Otherwise a Ford 8340 or Deere 6120M
All are livestock/chore tractors.

I'm a pretty big fan of the Deere 6300 on modhub, but a Deere 40 Series is also pretty much a standard on any of my maps if you want to call that "small". The 2WD variants are awesome for running a straw blower/mixer wagon, running a disc bine, or raking.

Fendt 512 use it for everything till the farm outgrows the power it has and then I move up to the Deutz series 6 or 7

Agree. For some reason I love this thing. I think because it reminds me of the Moline Welker farms has. Only downside is the hitch is too high for the small Hesston baler and throws them into the front of the wagon and not in. Otherwise it's a go to at least when starting

I'd say the 2003 version of the MF 5400 series would be my favourite tractor. The one from the AMG pack, I use it as a front line tractor, mould boarding, drilling, spraying, fertilizing, baling etc, it gets used for everything. Good size, good power and it's cheap enough on fuel, and the purchase price is plenty low enough.

Claas Arion 460 is my default small tractor. Most of the time, I use them for tending to animals or mucking about with grass.

If I could find a Fendt 300 Vario made as well as the Claas tractors are, that would be my second choice. Pending that, my next choice for small tractor tends to be the JD 6120M, much to my surprise.

For really small tractor the MF135 from PeterJ is hard to beat https://www.farming-simulator.com/mod.p ... tle=fs2019
and, also to my surprise, I still like the little JD1060 from ARM-Team https://www.farming-simulator.com/mod.p ... tle=fs2019

I'm trying to figure out the best combination of machines and equipment, as small as I can get, but not sure what good I could do with 38 hp

I would suggest to first choose the map and type of farm you're starting (arable, animal, etc), pick the tools you'll use depending on the field sizes and then see the kind of horsepower you need.
