I have also tried:
disabling V-Sync (and limiting to 60FPS)
setting a Max Frame Rate in NVIDIA Control Panel
No changes with both tests, the flickering continued

_but_ I can confirm this workaround seems to have been effective for me:

I have default Very High settings except for the V-Sync being disabled for now, and the framerate being set to 60 along with that workaround applied

I was sure hoping this would have been fixed by 1.8.2 but yeah still blinking like crazy
