Dedicated server - "Manage Web Users"

Hi.
Can anyone explain or point me towards a link for the correct way to set up and use the "Manage Web Users" section under the settings tab in Giants Dedicated server page?

With respect to what can be done and how secure the server is with what options chosen.
Guessing friends can manage the server aswell?
