On pc you can activate it with a console (irony) command. It is in the game already.

Yeah, press tilde, usually below the ESC key and then enter gsPlayerFlightMode
Use Q ascend and E to descend. Use J to turn it on and off

Ah, i got you. Thats my mistake then, i thought by base game you meant available in every version including console, apologies. Im one of the lowly scum that hasnt yet been able to justify the switch to PC

You can select the pressure washer in buildmenu (not actually place it) and go around the map.
But the question remains, why you want to fly over the map, what is the purpose of it?

I will often have a nice fly around when planning for the future. I roleplay as a kind of google maps satellite view. Helps me get a lay of the land and figure out where I want to start or expand a project. Otherwise maybe screen shots?

Also helpful to get up high and spot the American urchins playing COD and the like.....
