Why worker after turning around at the end of the field does not use the entire width of the cutter?

Well..
My guess is it does that so it can be sure that it harvest's the entire field..
Every AI controllable Unit does that(Implement and Harvesters alike)

You will generally see this when on the previous pass the harvester didnt make a perfect straight line. For instance on the ends when it turns around there is usually a piece sticking out and the Hired worker will compensate on the return pass to catch that one piece sticking out on the end. It can be rather annoying at times.
