I bought an extra tractor and seeder for hired help. Cultivation went fine. However I noticed that the hired help wasn't depleting any of their seed or spray. Is that a bug or have I done something wrong? The fields look sprayed - albiet a bit patchy in spots from the AI driving too quickly.

That's the way helpers work in FS. They use their own seed and pesticide, and take money for it from your accout.
