What is needed for a dedicated server

Hello, I was wondering with the dedicated server, is there going to be a need to purchase dedicated server program like FS 13 did? Or do you simply need a copy of the game running on the server? If you just need the game running on the server would crops continue to grow if no one is on playing or would the game essentially "pause" when no players are connected to the server? I'm just looking for some information since I'm not able to look into it myself until the steam release.
