wool pallets

Four Acres farm map. After making 18 wool pallets from 200 sheep, it has immediately stopped. There is plenty of water and grass, but will not produce. I have moved the pallets of wool that it made and reinstalled the game but did not work. Water and grass is still consumed but does not produce any pallets. I wonder is there something in the saved game folder I can change that will resume this feature? Any suggestions is appreciated.
