How do you use Mods to get the cool equipment on PS4?

FS15 on the Consoles can't using Mods, only DLC-Support. This is a New Feature for Consoles from FS17.

Ok thanks. So if I want to get the cold mods, trucks and atvs what would I need FS 15 on a computer?
