And others cannot?
My combine can go through bushes but the header cannot. My tractor can go through bushes but a pallet of oats cannot.

Depends on the map, in FS17 this was to stop round bales rolling across the map. For some reason this meant a header could not go through either.

I tried to go high speed through some bushes pulling a baler last night and BOOM! I came to a dead stop. I took the bale out of the baler and I sailed right through.

There are many different collision types in the game. They are like a set of rules, every object that reacts to another has one or more of these collision types. Depending on which type an object has, defines what it will and will not collide with.
