It's also in the User agreement of the game, which means that by playing/modding the game you agree with all of this. Not that people ever read those things.
And as to why they got insta-banned, I've got no clue. Might be because they were all using the same set of parts or there were other prior infractions regarding the user agreement. But that's all speculation. I don't get this kind of info from Giants either
